Merge content from frontend_wrappers.py into server/frontend.py

In server/cros/dynamic_suite/frontend_wrappers.py are two
classes: RetryingAFE and RetryingTKO extending, respectively,
server.frontend.AFE and server.frontend.TKO.  The function
represented in these two classes should be moved upwards into
their parent classes, or even up into server.frontend.RpcClient.
