FR: make it possible to link to a particular line or location within a log |

Issue descriptionOften it is necessary to share a large log with a colleague or on a crbug while pointing out some relevant message buried in the middle of it. The best solution I have these days is the "click on this link and search for FooBarMessage" Would be nice if the LogDog UI allowed you to generate a LogDog link that, when followed, would open the log and scroll directly to the desired line.
