chrome://help relies on Shadow-Piercing descendant combinator, '/deep/'

Issue description

Chrome Version       : Version 55.0.2883.87 m
 
Google Chrome is up to date.chrome://help/

/deep/ is being removed in  issue 489954 .

Regardless of what we do there, all Chrome WebUI should be updated to not rely on deprecated features.  

Hayato, if you're serious about removing /deep/ can you look into removing all our internal usage in Chrome UI first?  Normally that's a requirement before adding a deprecation warning (can't really expect random web developers to change their code before we've even done so ourselves).

Let me merge this into 498405.

Yeah, we should remove all internal usage of will-be-deprecated features at first before adding a deprecation warning and require web developers to stop to use it.

From the next time, maybe in deprecating Shadow DOM v0 itself, I should be more careful.
