Background not erasing in title bar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2984.0 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome
2. Drag tabs around, close tabs, add new tabs
3. See drawing glitches from title bar background not being erased; dragging whole window from maximized will see this too
4. Fully minimize then restore/maximize to force redraw that temporarily fixes it

What is the expected behavior?
The background should be erasing when the content and size of the title bar region changes

What went wrong?
See attached screen shots; drawing is messed up.

Did this work before? Yes Previous dev channel release (I don't recall the number)

Chrome version: 57.0.2984.0  Channel: dev
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Note that only the "tabs" region of the title bar appears to be affected when maximized; the window buttons are not. This is not the case when the window size is smaller.

Unable to reproduce the issue on win10 chrome version 57.0.2985.0 - No glitches seen on dragging tabs around, close tabs, add new tabs and resizing the window.

Could you please upgrade to latest canary 57.0.2985.0 and replicate the same on a new profile and see if issue still exists
