Description:
Chromebooks should do OS updates while closed/asleep

Use case:
Schools have complained that their Chromebooks don't update automatically because they spend much of their time closed, charging, in carts. Chromebooks should do OS updates during this time. 

Motivation:
Customers are frustrated by the lack of updates to their Chromebook fleet and we want OS updates to be as easy and seamless as possible.  iPads can now do this with MDM.  Macs can download software updates, among other tasks, while the lid is closed via the Power Nap feature
