[Missing Tests]: Fixing CRD curtain mode connection failures on Win8+ official builds

joedow@, Automated tests for the below commit have been missing and would be really great to add them ASAP since these issues are high priority regressions.

We do need automated tests for Windows, however automated tests in chromium are not  possible for the scenario listed above as it requires the binaries to be officially signed (which does not occur during the build process).

I am tracking work on a private infra which will use the official builds, but won't be part of the check-in process in Chromium due to the signing constraints.
