All text in Settings should be copy-paste-able (except where there's a very good reason not to)

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. go to chrome://settings
2. try to select some text in checkbox labels or section titles (like "Passwords and forms") in order to copy and paste it

(example use case: reporting a bug)

What is the expected behavior?
Should be able to select ANY text, unless there is a very good reason for not being able to (e.g. buttons)

What went wrong?
You can't select most text. You can select text in descriptions, but not in checkbox labels and section titles at least.
