translate.google.com doesn't display a large icon in the NTP |

Issue descriptionChrome Version: 55 OS: Android What steps will reproduce the problem? (1) Clear all cache (2) Open translate.google.com (3) Open NTP What is the expected result? Google Translate is displayed with the icon provided by the size (which is a .ico file including a 64x64 image). What happens instead? The default icon is shown in the NTP, in blue, which means a favicon was fetched but the resolution is too low (below 48x48). Please use labels and text to provide additional information. Note that translate.google.com recently published a higher-resolution image, hence clearing the cache is important.

This bug seems to have to do with caching done on the Google network. I visited https://translate.google.com/favicon.ico using a Chromebook while connected to GoogleA and to GoogleGuest. I got the new icon (with 64x64) while connected to GoogleA and the old icon (16x16, 32x32) while connected to GoogleGuest. (Even after clearing the cache from chrome://history)
