[Task Scheduling] "Missing Worker Pool Configuration: Background"

When I run a local build of Chrome, or when I see bots running tests, I see a lot of this statement.

[30001:30001:0117/151850.031706:ERROR:variations_util.cc(102)] Missing Worker Pool Configuration: Background

Should we be worried, or is the logging statement too chatty?

It's too chatty I think. We shouldn't be spamming with this, let's fix it.

Remove "Missing Worker Pool Configuration: ..." DLOG.

Non-branded builds don't have access to external worker pool
configurations. It is undesirable to log "Missing Worker Pool
Configuration: ..." every time these builds are launched.
