Issue descriptionChrome Version: 56.0.2924.67 (Official Build)8a0cc0f6d94e8fffac730abd57b4836eb922146e-refs/branch-heads/2924@{#787} 32/64-bit. OS:Windows 10(Touch device) What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://md-settings/fonts (2)Scroll down the page at bottom, tap on '16: the quick brown fox...' text under "fixed-width font" section and observe. Actual: Unnecessary 'Advanced Font Settings' extension page appears after tap/touch on fixed-width font option text. Expected: Advanced font settings extension page shouldn't appear after tap/touch on fixed-width font option text. This is a touch device specific regression issue broken in 'M56' and below is the manual regression range: Good Build: 56.0.2919.0 Bad Build: 56.0.2920.0

r432056 is unlikely since it only affects hit testing for scroll input on the compositor. I don't have a Windows touch device and I could not repro on a Chromebook Pixel, or on Linux with dev tools touch emulation. tdresser can you route this?
