What is the expected behavior?

What went wrong?
CSS backgrounds sometimes don't work within Electron apps / Brave Browser (which is based on a custom Electron fork) and Opera Browser / Vivaldi Browser both of which are forks of Chromium so I though the root must be the chromium itself rather than Electron or Opera.
