IndexedDB Permission Error - UnknownError: The user denied permission to access the database.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.12; rv:50.0) Gecko/20100101 Firefox/50.0

Steps to reproduce the problem:
1. Open attached html file in Version 56.0.2924.59 beta (64-bit)

What is the expected behavior?
It should run two tests.  First save a single 300MB blob to indexeddb.  Then save the same blob in .5MB chunks.

What went wrong?
I get a permission error.

Did this work before? Yes Version 55.0.2883.95 (64-bit)

Does this work in other browsers? Yes

Chrome version: 56.0.2924.59 beta (64-bit)  Channel: beta
OS Version: OS X 10.12.2
Flash Version: 

The attached test case works completely in v57.  It can access the database and begin writing in v55 but runs into abort errors after a certain number of saves.  In v56 I get a permission error and can't even begin writing.

Tested this issue on Mac 10.12.2 using chrome reported version #56.0.2924.59 and chrome version #55.0.2883.95.

Steps followed to reproduce the issue are as follows:
-----------
1. Launched chrome browser.
2. Opened the attached index.html file in that browser.
3. Observed that two test cases ran and after few seconds they stopped running and got an error as "DataError: Failed to write blobs".

Note: The behaviour as in screencast appeared for both chrome versions i.e 56.0.2924.59 and 55.0.2883.95.

Thank you for looking into this.  I'm not really sure why I'm getting a different result than you.  

The blob write failures are expected in <57 as this is a test related to this bug: https://bugs.chromium.org/p/chromium/issues/detail?id=682188#c1

However, in 56, I'm still getting the permissions error.  What other info can I provide to help track down the cause?

I've attached a screencast of my result.
