Regression: [DevTools] Nothing happens on selecting 'Save profile' option under 'Performance' section.

Issue description

Chrome Version: 56.0.2924.67 (Official Build)8a0cc0f6d94e8fffac730abd57b4836eb922146e-refs/branch-heads/2924@{#787} 32/64-bit.
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1).

What steps will reproduce the problem?
1. Launch chrome, open 'DevTools' window and go to 'Performance/Timeline' section.
2. Right click on Performance/Timeline section to open context menu.
3. Select 'Save profile/Save Timeline data' option from context menu and observe.

Nothing happens on selecting 'Save profile/Save Timeline data' option from context menu.
Download dialog should get opened on selecting 'Save profile/Save Timeline data' option.

This is a regression issue, broken in M-54 series, below is manual regression range.

Good build: 54.0.2807.0
Bad build: 54.0.2809.0

Using the per-revision bisect providing the bisect results,
Good build: 54.0.2807.0 (revision : 407480)
Bad build: 54.0.2810.0 (revision : 408294)

You are probably looking for a change made after 408224 (known good), but no later than 408225 (first known bad).
