REGRESSION: tooltips are displayed too fast / bad position

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2984.0 Safari/537.36 Steps to reproduce the problem: 1. hover mouse over a tab (problem is with all tooltips, also on webpages) 2. 3. What is the expected behavior? What went wrong? the tooltip is most time displayed to early and it's position is under the omnibox Did this work before? Yes with prev dev version Chrome version: 57.0.2984.0 Channel: dev OS Version: 10.0 Flash Version: Shockwave Flash 24.0 r0 I think Commit 6b8312a4903fc6965a64a3835524f1a8f384f26b could be the problem

it look also very uncommon if you have a lot of elements with tooltips (like on you buildbot page) and move with cursor from on side to the other and you always see immediately the tooltip (but you don't need it) i think onmouseover there should still be a delay until the tooltip will be shown

Take a look - it looks like there used to be an intentional delay before the tooltip appeared, which is now lost. Thoughts?

Thanks for reporting this! I will take a look. The previous delay might be due to the RepeatingTimer with the 500ms interval. So when mouse hovers on an element with tooltip, the tooltip shows up but is delayed by a few hundreds of milliseconds. Since the RepeatingTimer is gone, the delay is gone as well.
