Regression: [MD Settings]Wrong context menu appears for 'Google Dashboard' link on 'Sign out of Chrome' overlay.

Issue description

Chrome Version: 57.0.2985.0 (Official Build)8c8ff90c8edc7244e4e6d7feda073c76e6949b8e-refs/heads/master@{#444244} 32/64-bit.
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, sign in to chrome with valid credentials and navigate to chrome://md-settings page.
2. Click on 'SIGN OUT' button under 'People' section to open 'Sign out of Chrome' overlay(Focus will be on 'Google Dashboard' link).
3. Now, press 'Application' key from keyboard to open context menu and observe.

Wrong context menu is displayed for 'Google Dashboard' link.
Link context menu should display for 'Google Dashboard' link.

Note: Link context menu appears after right clicking on 'Google Dashboard' link but wrong context menu is displayed after pressing the 'Application' key.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build: 57.0.2977.0 
Bad build: 57.0.2978.0

You are probably looking for a change made after 442648 (known good), but no later than 442649 (first known bad).

With respect to the label added: Needs-triage-Mobile, triaged the issue and below are the observations.

Unable to replicate the issue on Mobile device (Tablet and Handset) as the steps provided cannot be followed on it.

Devices Used:
=============
Device name: Nexus 6P (Handset)
Chrome version Used: Dev - 57.0.2984.3
Android Version: 7.1.1 / NMF26X

Device name : Samsung Galaxy Tab S2 (Tablet)
Chrome version Used: Dev - 57.0.2986.0
Android Version: 6.0.1 / MMB29K 

Reasons: 
========
1) chrome://md-settings page is not available on Android Platform

P.S: Also checked on chrome://flags page and observed that for "Enable Material-Design Settings", it showed "The experiment is not available on Android Platform"
