[Chrome][M55][Android7.0] Multi-window - Chrome is not launched

Issue description

Steps to reproduce the problem:
1. Long-press "Recent" key to use multi-window
2. Clear all app from recent list
3. Press "Home" key
4. Launch Chrome
5. Long-press "Recent" key to use multi-window
6. Just press "Home" key without app selection from recent list
6. Try to launch Chrome again 

What is the expected behavior?
Chrome should be launched.

What went wrong?
Chrome is not launched

This is issue 641443. We fixed that issue, but it caused a more severe problem where Chrome did not receive external intents when in multi-window mode (issue 645074). We had to choose to ship one bug in Chrome, so we chose this one. I believe both issues have been fixed at a framework level in Android 7.1.

As a work around until a system update is available for your phone, you can tap on the Android recents button to refocus Chrome. Note that this problem does not happen if other apps are open, so opening a second app will also cause Chrome to be visible again.
