"No Network΅ string is weird when WiFi is disabled

Issue description

Chrome Version       : 56.0.2924.58
OS Version: 9000.58.0

When I disable Wifi, the string in the uber tray (top level) is "No Network" which seems like my device can't find WiFi and not that the WiFi modem is disabled. Should it say "WiFi disabled" instead?
