Note: I think that I want to solve this by modifying webkitpy/common/net/git_cl.py to filter the try job results so that only the latest results are kept for each builder. This is very similar to what's done in webkitpy/common/net/rietveld.py (which I think we may want to try to delete later).

Alternate possible fix: Consider the job to be "successful" if the issue is closed after the CQ run, which indicates that the CQ appears to have been successful.

WPT importer: Log CL status and consider "lgtm" success.

Follow-up to http://crrev.com/2678773003.

The behavior of the test importer still isn't quite right -- for example, in
https://build.chromium.org/p/chromium.infra.cron/builders/w3c-test-autoroller/builds/7959 in the "update css" step, it finished and the CQ was successful, but it wasn't committed...
