Once heuristic analysis results are available for newly-added tests, flake try job pipeline should try the revision before and the revision that adds the test first before running the normal search algorithm. This can bring the number of try jobs needed to come up with a culprit down to just 2 revisions.

Also use ts_mon to indicate when heuristic guidance was used.
