Reported by tdunke...@gmail.com, Jan 17 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.79 Safari/537.36 Edge/14.14393

Steps to reproduce the problem:
1. Implement a page with progress bar on it
2. Open a screen reader
3. Start the progress bar

Test page: http://www.oaa-accessibility.org/example/27/

What is the expected behavior?
The progress is read out as it changes or beeps, depending on screen reader settings.

What went wrong?
No progress is indicated to the user. No beeps or progress is read out.

Did this work before? N/A

Chrome version: 51.0.2704.79 Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

This works in IE and Firefox with multiple screen readers.
