Use ts_mon in flake try jobs to document: 1. When try job is requested 2. When try job starts 3. When try job finishes 4. Try job errors 5. Platform (master/builder) 6. etc.
I think this change should be good for normal waterfall try jobs too
2 - 6 is already captured in wftryjobdata/flaketryjobdata, no need to also include in ts_mon for now
