CSS vertical writing mode does not apply to form control elements

Steps to reproduce the problem:
1. See http://jsbin.com/wefime/1/edit?html,css,output

What is the expected behavior?
The select menu should honour the vertical writing mode, set in the CSS.

What went wrong?
It doesn't

Chrome version: 57.0.2979.0  Channel: dev
OS Version: OS X 10.12.2

Summary: CSS vertical writing mode does not apply to form control elements (was: CSS vertical writing mode does not apply to select menu)
Expand the scope of this bug to all of form controls, except FIELDSET ( Issue 476234 )

Please note that all 4 form-controls-[ vrl | vlr ]-00[ 4 | 5 ] tests submitted to the Writing Modes test suite use a "SHOULD": so passing those 4 tests is recommended but not required to be able to claim conformance with the spec.

This bug exists still now. It's required to develop a web page in Traditional Mongolian language.
