Dragging the security indicator is inconsistent

Project Member Reported by spqc...@chromium.org, Jan 17 2017

Issue description

The URL text selection is inconsistent: sometimes dragging the security chip selects the URL, other times it doesn't. See attachment.

I could only reproduce this on Mac (on 59.3033)-- is it Mac-specific?

A related issue where Mac differs from Windows is that on Mac if you drag the chip down to the page and then back up to the chip, the Omnibox also gets the focus rect and all of the text is selected.
https://codereview.chromium.org/2324593002/diff/80001/chrome/browser/ui/cocoa/location_bar/autocomplete_text_field.mm has the following suspicious comment:

 (NSDragOperation)draggingEntered:(id<NSDraggingInfo>)sender {
 // Make ourself the first responder, which will select the text to indicate
 // that our contents would be replaced by a drop.
 // TODO(viettrungluu):  crbug.com/30809  -- this is a hack since it steals focus
 // and doesn't return it.

Maybe we shouldn't make ourself the first responder unless we decide that canDropAtLocation is true?

Thanks for looking into this! There are still some things that don't seem right:

1) The bottom area of the chip will trigger the hover effect, but not open page info on click (see first attachment).

2) Related: when dragging the chip from this bottom part, it will select the URL when moving the mouse to the right. After releasing the click, the hover background of the chip stays visible.

I just noticed that this also happens with the page action icons on the right. Maybe it's because the hover- and click-targets don't quite match?
