Dragging the security indicator is inconsistent |

Issue descriptionThe URL text selection is inconsistent: sometimes dragging the security chip selects the URL, other times it doesn't. See attachment.

Thanks for looking into this! There are still some things that don't seem right: 1) The bottom area of the chip will trigger the hover effect, but not open page info on click (see first attachment). 2) Related: when dragging the chip from this bottom part, it will select the URL when moving the mouse to the right. After releasing the click, the hover background of the chip stays visible.

I just noticed that this also happens with the page action icons on the right. Maybe it's because the hover- and click-targets don't quite match?
