About (Chrome OS): Improve update UI |

Issue description
The current UI for updating Chrome OS is pretty confusing.
In particular:
* It is not clear whether updates are allowed over Cellular.
* We hide the 'check for updates' button if an update check fails, and never disable it (e.g. when offline).
* Channel information is on a separate subpage ('detailed build information') but has no version or update information available, so the user has to switch back to the previous page after changing channel to restart. The messaging there is confusing (and broken, both 'relaunch and powerwash' and 'check for updates' are visible).
The mocks we have do not cover all edge cases:

This UI falls into the category of "rarely used but very important when needed". I think we need to dedicate some design and resources to fixing and improving it.

Agreed that this is something we should handle as well if not better than Options. Steven, could you share screenshots (or just descriptions if that's easier) of the different states that the existing updater/channel switcher can be in with Options?

This is not at the top of my priority list right now, I was planning to gather screenshots when closer to working on it, i.e. 59 or 60. Let me know if you think it should be higher priority.

While fixing issue 725035 it was pointed out that the <button> <indicator> layout for the 'Change channel' button at the end of a row is unusual; in places where we have a toggle at the end of a row the policy indicator is before the toggle.
