Lack "Make Page Mobile Friendly" on Intent into Chrome

Issue description

Google Chrome : 55.0.2883.91 (Official Build) (32-bit)
OS: Android 5.0.02; LG-D801 Build LRX22G
JavaScript: V8 5.5.372.32

I get e-mail newsletters from companies such as Vanguard.  I read my e-mail using the gmail app on my Android phone.  When I tap links in these newsletters, gmail intents into Chrome to open to the link.  When the pages load, I don't see the reader mode infobar at the bottom of the page (on pages when I expect to see it).  Yet, when I swipe down to reload the page, the infobar appears and I can view reader mode.  It's pretty annoying that the "Make Page Mobile Friendly" doesn't consistently appear when it should; it makes this ability feel undependable.

(This is the URL that I get to after clicking a link in the e-mail newsletter and going through redirects.  It doesn't initially show an mobile-friendly infobar but does after I reload.)

 
Does this open in a Chrome Custom Tab? That is, with a different type of UI that does not show the full Chrome UI initially?

Yeah, I know gmail is experimenting with CCTs in GMail but not sure if they rolled out. Mark, do you know if it's being loaded in a custom tab or not?
I don't know whether I had Chrome custom tabs at the time I filed this bug.  At the moment my gmail version includes them and I can reproduce this bug using them.

Oddly, I have not reproduced this issue in the Custom Tabs launched via the GSA app.  In those, I can see the "Make Page Mobile Friendly", yet in gmail I don't until I reload.

Is this is bug with the individual apps that use CCT, or a bug with CCT itself?  It's unclear to me from your responses.
I still sometimes see this bug, though not anywhere near as much as before.  (I used to see it practically never.  Now I don't see the option when I should a tiny fraction of the time.  I don't remember the context.)

I believe on a different bug you said there was a race condition that had been fixed.  Do you want to keep this bug open or not?  (I can reopen if I have a clear situation where this happens.)
