Add tree status to PDFium CLs

PDFium has a tree status at: https://pdfium-status.appspot.com/ I've seen other CLs which list the tree status on the CL page. It would be nice to see the status for PDFium in the few cases where our tree is closed.

Done! I landed a config change[1], and now you can see the tree status[2].
