tracking bug for clang-cl-only crashes from recent dev channel a/b experiment

We recently did a clang/win dev channel a/b test. This bug is blocked on all clang-cl-only bugs (mostly crashers) we know about.

(Some of them have already been duped into non-clang-cl-only bugs, but that's good to know about too.)
