Providing change log info as issue is not reproducible in chromium builds.

Change log:
https://chromium.googlesource.com/chromium/src/+log/56.0.2924.0..57.0.2926.0?pretty=fuller&n=1000

Suspecting:r433228?

Kindly help to re-assign if your change is not the cause for this issue.

My CL did not cause this issue.

It looks like the difference is that the PDF now scales to the size of the
gray background canvas, rather than staying fixed width and recentering.

Not sure what caused this change, but it's probably intended. Sending to PDF
team for verification of that theory.

mcnee@ is this due to the zoom changes you made?

Sort of. As of https://crrev.com/2999413a1038cfd7a2020edf431671a17db0e8d8 we respond to browser zoom changes in embedded PDFs.

However, there's an underlying issue where updating the PDF viewer's viewport when embedded can lead to flickering.

Actually, I'll point to the underlying bug.
