bot_update takes 6 minutes to find out that it can't apply the patch

Yeah the rebase operation shouldn't retry if failed (tho it's technically a network operation, so it can flake, but i think it's a reasonable tradeoff to make it not retry still), that should shave time off.

platforms sounds like the right component.
