Regression:Weird flickering of content is seen after reloading the page.

Issue description

Chrome Version: 57.0.2984.0 (Official Build) a2377c097a1fa051f90f9c02d96d010073fcb701-refs/heads/master@{#443964} (32/64-bit) 
OS:Windows (7,8,10),Linux (14.04 LTS)


What steps will reproduce the problem?
(1)Launch chrome and navigate to 2-3 webpages 
(2)Navigate to chrome://ntp-tiles-internals/ and click on 'reload' button twice,observe. 

Actual: Weird flickering of content is seen after reloading the page.

Expected: No such flickering should be seen after reloading the page.

This is a regression issue broken in 'M57' and below is the manual regression range:
Good Build: 57.0.2950.0
Bad Build:  57.0.2951.0

Note: Issue not seen on Mac OS.

Could someone from In-house team run a per-revision bisect?

Executed old bisect script instead of per-revision bisect due to below error.

The URL "chrome://ntp-tiles-internals/" which was provide in the issue was showing the error, "This site can’t be reached", so had to execute old bisect tool.
Please let me know if any more information is required.
Note: Removing Needs Bisect label as of now.

Thank you Ravi for the update. For me, old script is also giving the same error (technically both scripts are same) and not sure how it's worked for you guys, just wanted to know.

chrome://ntp-tiles-internals: hide when incognito

Previously I just disabled the callbacks. In addition to that, send back
an empty configuration and site list, to make the page properly display
that everything is disabled and there are no sites in incognito.

Without this change, the "View JSON" button appears for popular sites,
but causes a crash because there's no PopularSites object.
