Regression : Unnecessary 'Choose a file' Tool tip is seen on hovering mouse at Shelf or Uber Tray |

Issue descriptionChrome Version: 57.0.2982.0/9191.0.0 dev-channel Daisy,Peppy and Candy OS: Chrome What steps will reproduce the problem? (1)Sign in to user -> Go to chrome://md-settings/changePicture page (2)Select 'Choose a file' option -> Now 'Select a File to open' overlay is seen (3)Hover the Mouse at Shel or Notification icon or Uber Tray or beside Overlay and observe 'Choose a file' Tool tip (Please refer Video and screenshot) Expected: No tool tip should be seen Actual: Instead Unnecessary 'Choose a file' Tool tip is seen on hovering mouse at shelf or Uber Tray This is Regression Issue as same is working fine in 56.0.2924.58/9000.58.0 Beta-channel Quawks Note: issue is seen in chrome://settings page also

I did an experiment and if I use keyboard navigation to open the file picker this doesn't happen. I think that there may be an underlying bug in how Chrome OS handles modal dialogs and tooltips, especially since this happens with old Settings also. That said, we may be able to work around this just by clearing the tooltip before opening the dialog. tommycli@, do you want me to take this since it is Chrome OS specific? +fukino@ FYI

I played with this a little and tried blur()ing the focused element before opening the dialog but that did not help. I think it is bug in Chrome OS. Given that the bug already exists, I am going to lower the priority and remove it as a blocker for issue 684849 . fukino@, do you know of any other way to open the file picker as a modal dialog, and do you know of any other modal dialogs that host WebUI? (I can not reproduce anything similar with the WiFi configure dialog which is the only other modal dialog I can think of).
