"Go back" button is visible after chrome browser launched or new tab created.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9173.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2978.0 Safari/537.36
Platform: 9173.0.0 (Official Build) dev-channel reef test

Steps to reproduce the problem:
1. Launch Chrome browser or create new tab.
2. Click the upper-left "Go back" button.

What is the expected behavior?
After chrome browser launched or new tab created, "Go back" button should be invisible.

What went wrong?
After chrome browser launched or new tab created,"Go back" button is visible.

Did this work before? N/A

Verified pass on R57-9202.13.0. Can't duplicate the issue.
