Open a new page with devtools opening causes "empty styles" while selecting an element in the dom tree

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2979.0 Safari/537.36

Steps to reproduce the problem:
1. open a new tab
2. open dev tools.
3. typein an url and open the page
4. select an element

What is the expected behavior?
List all styles of the element.

What went wrong?
empty style list.

Did this work before? Yes 

Chrome version: 57.0.2979.0  Channel: dev
OS Version: OS X 10.12.2
