Unnecessary movement of text for "CONTINUE" button of confirmation box is seen .

Issue description

Chrome Version: 57.0.2984.0 Revision a2377c097a1fa051f90f9c02d96d010073fcb701-refs/heads/master@{#443964} 
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1)Launch chrome,navigate to chrome://md-settings and sign in with valid credentials.
(2)Click on 'Undo' button of 'You're now signed in to Chrome' overlay.
(3)Again sign in with different credentials and Press tab key until the focus is on "This isn't me"
(4)Now press Up/down arrow key and observe "CONTINUE" button.(Kindly refer the video)

Actual:"CONTINUE" button appears weird i.e unnecessary movement of button is seen.

Expected:No such unnecessary movement of "CONTINUE" button should be seen.

This is a Non-Regression issue seen from M-57(i.e 57.0.2925.0)as it is a newly added feature.

Above issue is not seen on Linux and Mac OS.

This looks to me like a problem in the way Chrome renders the button when the user presses tab. As this dialog is shown using WebUI, I am reassigning this bug to an owner of the WebUI code.

Sign-in dialogs: Use the same font-weight when buttons are focused.

This CL changes the font-weight of the primary and secondary buttons
of the sign-in dialogs to 500. This matches the font-weight of the
buttons when they are unfocused and thus avoid the weird rendering
issues when the buttons are focused.
