Regression: In Report an Issue overlay, font color of faint text is seen dark.

Chrome Version: 57.0.2984.0 (Official Build) a2377c097a1fa051f90f9c02d96d010073fcb701-refs/heads/master@{#443964} (32/64-bit)
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, navigate to chrome://help and select Report an issue option.
2) Click on send button in overlay and observe the faint text in text box.

Font color of faint text is dark.

Font color of faint text should be light.

This is a Regression issue broken in M-57, will soon update other info
