Add another check upon clicking on an HaTS survey to make sure internet connection is available

When clicking on HaTS we could be in a scenario where there is no internet connection and the user is only greeted with a white modal screen.

We should add a dialog explaining no internet connection is available (when that's the case) and allow them to take the survey at a later time.

when there is no action for the user to take, why not just close the dialog? why add another dialog to the dialog?

Once the notification is in the notification center, the user has to be informed why clicking the "Take Survey" button did not work. It would be a bad user experience if clicking "Take Survey" did nothing.
