scrolling causes 500ms GCs

Project Member Reported by ojan@chromium.org, Jan 17 2017

Issue description

Chrome Version : 57.0.2980.0
OS Version: OS X 10.12.2

What steps will reproduce the problem?
1. Go to https://www.nytimes.com/2017/01/09/opinion/deficits-matter-again.html?action=click&contentCollection=opinion&module=NextInCollection&region=Footer&pgtype=article&version=column&rref=collection%2Fcolumn%2Fpaul-krugman
2. Scroll up and down quickly.

Once every ~10 seconds, there's a 500ms GC that janks the scroll.

1. Why is the scrolling main thread?
2. Why do the GCs take so long?

Turns out you don't need to scroll. Just leaving the page open gets the big GCs. Attaching a devtools timeline.

Sigh. Doesn't reproduce on reload, so it was probably an ad. Incidentally, I didn't capture the trace, but ie took 3 seconds in onbeforeunload and literally all the time went to clearing timers. Clearing some ad or experiement on the page was doing something crazy.
