Simple file operations are taking a very long time after some recent update

Issue description

Chrome Version       : 55.0.2883.95
OS Version: OS X 10.12.2
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1. Click on any <input type="file" tag, or trigger a download of any file.
2.
3.

What is the expected result?
A file picker will pop up immediately, or a download will start immediately.

What happens instead of that?
It eventually happens but is consistently delayed by ~30 sec.

Please provide any additional information below. Attach a screenshot if
possible.

[mac bug triage] Does this only happen when opening system dialogs, e.g. the 'Save As' dialog or the file picker as you've mentioned? Or does it also include just downloads (without dialogs needing to be triggered)?

It sounds as if it might be the latter, so tentatively tagging this as a Blink issue. If the former, it might be more appropriate in UI>Browser.

Am not able to reproduce this using the 'Attach file' field on this bug or using File>Save Page As, Chrome 55.0.2883.95, macOS 10.12.2. Can we get an example URL it happens with for you?
Yes it's the latter. I'm seeing it primarily with fairly large JSON files.

Is it ok to post internal links on this bug?
