Simple file operations are taking a very long time after some recent update |

Issue description
Chrome Version : 55.0.2883.95
OS Version: OS X 10.12.2

What steps will reproduce the problem?
1. Click on any <input type="file" tag, or trigger a download of any file.

What is the expected result?
A file picker will pop up immediately, or a download will start immediately.
What happens instead of that?
It eventually happens but is consistently delayed by ~30 sec.

possible.

Yes it's the latter. I'm seeing it primarily with fairly large JSON files. Is it ok to post internal links on this bug?
