Query shouldn't slide in the omnibox on tab refocus

Project Member Reported by ainslie@chromium.org, Jan 16 2017

Issue description

57.0.2981.0 canary (64-bit)

Here's a gif:
https://screenshot.googleplex.com/QEewKvU5ogV.png

1. open 2 tabs
2. start a query in the first one (don't select it though)
3. switch to the second tab (I used one with the Dangerous verbose state) http://testsafebrowsing.appspot.com/
4. switch back to the first tab

Observed:
The query slides left in the omnibox

Expected:
The query shouldn't need to move at all, it should just be in the position where I left it when I switched away.

Components: UI>Browser>Omnibox
This doesn't seem to happen with the 'Secure' state, just the 'Dangerous' one.
(Mac-only)

We spent a lot of time when this stuff was implemented for views making sure the implementation didn't suffer from this issue (and some related ones), and I was concerned that the Mac code did not adopt exactly the same structure. If possible, it would be nice for Mac to copy views closely.

Yeah, that seems like the same issue.
