On Android 7.0, popup dialog and preset bookmark folder were shown in English despite choosing Traditional Chinese

Issue description

Steps to reproduce the problem:
1. Upgrade to Android 7.0
2. Set Traditional Chinese (Taiwan) as primary language
3. Open Chrome browser and click on any Chinese webpage

What is the expected behavior?
Google translate should not be displayed when viewing webpages matching primary language.
The popup dialog should be displayed in chosen primary language, traditional Chinese (Taiwan).
Preset folder in bookmarks should be displayed in localized name.

What went wrong?
Google translate popup dialog will show up and offer translate to English.
Also popup dialog asking for permissions and the preset "Mobile bookmarks" "Bookmarks bar" were displayed in English.

We are able to repro this issue on Chrome stable:55.0.2883.91 Device:Pixel/7.1 and Nexus 6P/7.1
