Enable Android zoom through ctrl+mousewheel

Issue description

Android text selection code is triggered by touch interactions only. Until M55, Blink "saw" mouse events as touch events, so it was not an issue. From M56, mouse events reach Blink as mouse events through a separate path ( Issue 468806 ) which can't trigger zoom now.

Do we really want a "double click to zoom" gesture?  That would be kind of weird.  Eg. do we still fire click/dbclick events at the page?

I think the goal should be that the use case of zooming a page is supported, not necessarily by the same mechanism.  Eg. does a wireless touchpad support pinch-zoom on Android?  Or could/should we wire up Ctrl-Wheel to the pinch zoom codepath and verify that 2-axis wheel can pan the viewport properly?

Thanks for the clarification. Renamed the bug accordingly.
Seems ctrl+wheel doesn't zoom the page even though wheel scrolling works.

Just discovered that an Android device w/o a touch-screen is zoomable through a USB keyboard: Ctrl+"+" or Ctrl+"-" works through the "+"/"-" key on the main keyboard (vs the ones on numeric keypad).

I can confirm the possibilty of zoomin by using Ctrl and the "+/-"key on main keyboard in V58. But this is up to the different language-keyboard-layouts, for german for example you have to use the "ˋ"-key but there is no "+" on it in this layout. Maybe a concrete definiton of this funktion to always use the exisiting "+" and "-"Key on each keyboard layout would be better here.
Mustaq, so what is the plan for this issue? Assuming using dblclick to zoom is weird what other option do we have?

Changed the bug title to clarify: ctrl+wheel is the only sensible way for mouse.

We have no plans yet to start working on it.
