Regression: In Incognito mode, for any entry in download shelf, bottom border is missing.

OS: Mac (10.11.6, 10.12.1)

What steps will reproduce the problem?
1) Launch chrome, open a New Incognito window and save NTP page using Cmd+S.
2) In Downloads shelf at bottom observe the bottom side of the download entry.

Border at bottom for any download entry is missing.

Border at bottom for any download entry should be seen properly.

This is a Regression issue broken in M-51, will soon update other info

I can see the border - the issue is that it's very similar-looking to the window background?

sdy@ is working on MD changes for the downloads bar.

This is fixed in the material design download shelf, which launches in M65.

10% of M65 is currently held back, so if you have the beta and aren't seeing the new shelf, you can enable it at chrome://flags/#mac-md-download-shelf. And, if you still notice this issue with the new shelf, please reply!
