Shortcuts for reordering tabs don't work on one site |

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. Open thehill.com, have some other tabs open 2. Press Ctrl + Shitf + Page Up/Down What is the expected behavior? Order of tabs changing What went wrong? Nothing happened (sometimes content of the page scrolls). Did this work before? N/A Chrome version: 55.0.2883.87 Channel: stable OS Version: Flash Version: Shortcuts work fine on other tabs. They also seem to resume working after I spend a while in the tab.

Able to reproduce the issue on Ubuntu 14.04 using 55.0.2883.87 and dev 58.0.2991.0. This is a non-regression issue seen from 46.0.2490.22. Other sites works fine but not thehill.com. Notes: 1) This site works fine on FireFox. 2) Its not applicable to Windows and Mac.
