Issue descriptionChrome Version: 57.0.2982.0/9188.0.0 dev channel Gnawty,Parrot and Spring OS: Chrome What steps will reproduce the problem? (1)Sign into User -> Click on Uber Tray and Click Accessibility (2)Select ChromeVox(spoken feedback) option -> Go to New tab/chrome://setings page -> Hit Full screen key form keyboard and observe top of the page (Please refer video) Expected: No shadow should be seen at the top Actual: Instead Unwanted shadow is seen for full screen pages This is Regression Issue as same is working fine in 56.0.2924.58/9000.58.0 beta-channel Quawks @dmazzoni: Please confirm the Issue

Removing RBS, it isn't critical since ChromeVox is for blind users. Let's reconsider merging once we figure out the underlying cause and fix it

Issue is working fine in 56.0.2924.58/9000.58.0 beta-channel Quawks. Hence raised it as Regression issue.
