Avoid Regression: Distorted UI for Hangout extension.

Chrome Version: 57.0.2982.0 4180b2e34325e450db3d4feb3c09b58ced38e98a-refs/heads/master@{#443804} (64-bit)
OS: Mac Retina(10.12) ,Mac pro(10.12.1)

Test url:
https://chrome.google.com/webstore/detail/google-hangouts/nckgahadagoaajjgafhacjanaoiihapd?utm_source=chrome-ntp-icon

What steps will reproduce the problem?
1. Launch chrome, sign-in to browser with valid credential and navigate to above test url
2. Click on 'Add to chrome' button and observe extension window.

Actual:  Distorted ui is seen for hangouts window
Expected: UI for Hangout extension should be proper

This is regression issue and below is manual bisect info:
Good build:57.0.2980.0
Bad build:57.0.2981.0

Note: Issue is not seen on Windows (7,8,10), Linux and Mac (10.11.6)
