Regression: [MD Settings] Unnecessary 'Person 1' text shifted towards profile icon under 'People' section.

Chrome Version: 57.0.2983.0 (Official Build) 266a86c94d34f3c7c3d22ee00624636b801f80d3-refs/heads/master@{#443819} 32/64-bit.
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Freshly launch chrome and navigate to chrome://md-settings page.
2. Press 'Tab' key from keyboard and observe the 'Person 1' text under 'People' section.

On pressing 'Tab' key, Unnecessary 'Person 1' text shifted towards profile icon. 
On pressing 'Tab' key, 'Person 1' text should stay on same position.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build:57.0.2979.0
Bad build:  57.0.2980.0

The issue is similar to Bug Id -- 680918, so merging into the same.
