[Chrome][M55][Android7.0] Packet data transmission is not paused when Chrome is paused

Issue description

Example URL:
http://hls.ftgroup-devices.com

Steps to reproduce the problem:
1. Launch Chrome 
2. Go to http://hls.ftgroup-devices.com (Login: 906343, Password: 694811) 
3. Play content
4. Touch home button to go back to homescreen
3. 

What is the expected behavior?
Packet data transmission should be paused.

What went wrong?
Packet data transmission is not paused when Chrome is paused and it is consuming user's data unnecessarily.

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 7.0
Flash Version: Shockwave Flash 24.0 r0

Hmm, we suspend the renderer upon background but we don't tell the buffered data source to stop downloading; perhaps we should.

Since this is HLS, background suspend won't be used until M57.

The same question makes sense for non-HLS, though, we should perhaps be changing the buffering strategy based on visibility, not just play state.
