[Chrome][M55][Android7.0] Packet data transmission is not paused when Chrome is paused

Issue descriptionExample URL: http://hls.ftgroup-devices.com Steps to reproduce the problem: 1. Launch Chrome 2. Go to http://hls.ftgroup-devices.com (Login: 906343, Password: 694811) 3. Play content 4. Touch home button to go back to homescreen 3. What is the expected behavior? Packet data transmission should be paused. What went wrong? Packet data transmission is not paused when Chrome is paused and it is consuming user's data unnecessarily. Did this work before? Yes M53 Is it a problem with Flash or HTML5? Since this is HLS, background suspend won't be used until M57. The same question makes sense for non-HLS, though, we should perhaps be changing the buffering strategy based on visibility, not just play state.
