After fix for 681322 lands, instantiating Modules coming from a persistent store (IndexedDB) will stop being prompt, which is unexpected behavior.

A fix is special-casing the IndexedDB scenario to pre-compile. This assumes we trust IndexedDB data and thus not fall into the trappings of 681322.

Another fix may be to change the v8 compiler and deserializer to spew out into non-executable memory pages.
