Nav-Bar does not disappear by scrollin down the web-page in case of using mouse input

Issue description

Steps to reproduce the problem:
1. using mouse input only
2. open a webpage and scroll down by using mouse-wheel
3. Chrome-Nav-Bar never disappear

What is the expected behavior?
disappearing Chrome-nav-bar by scrolling down

What went wrong?
incomplete or wrong mouse input implementation

We are able to repro this issue on all Chrome channels Device:Samsung Galaxy S6 (SM-G920F)/MMB29K, Pixel-XL/7.0.0

Don't have a bluetooth mouse at the moment. In the mean time, a bisect would be helpful.
