bookmarks don't sync on new Surface 4 Pro

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. set sync on Chrome on both devices
2. 
3. 

What is the expected behavior?
bookmarks from Chrome on my Thinkpad should appear on new device.

What went wrong?
no bbokmarks appear on new device

Did this work before? N/A 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Unable to reproduce this issue on Windows-10 using chrome latest stable M55-55.0.2883.87

Reporter@ - Could you please follow the below steps and recheck if issue still persists or not.

1.Go to chrome://settings
2.Press the button that says “Disconnect your Google Account”
3.In the window that opens, press “Disconnect account” but do not check the box that says, “Also clear your history, bookmarks, settings, and other chrome data stored on this device.”
4.Press the “Sign in to Chrome” button and sign back in with your username and password.

If your bookmarks still have not been recovered, please let us know so we can continue to investigate further.
